本標施工期間總計採用8部隧道潛盾機夜以繼日分區掘進，在航站嚴格要求土方作業不得影響機場周遭交通前提下，承包商（榮工、奧村共同承攬）以有限量的傾卸卡車，以最嚴謹的管控作業完成土方運載，由於本標施工難度高，在安全第一、品質至上的最高指導原則下，建立完整組織架構，並針對本工程各施工項目於施工前均作詳細規劃、安排，並於施工中依循安全衛生的法規辦理各項檢查、巡視、督導任務外，並秉持持續改善的職責，任何的安全衛生缺失除立即改善外，並檢討缺失原因。配合施工廠商「隨手做安衛，全員做安衛」要求及監造單位（台灣世曦工程顧問股份有限公司）的各項亦步亦趨的檢查、鉅細靡遺的指導，再加上本局及工程處各項諄諄教誨和稽查等，讓本標各項安全衛生措施均能達到相當水準，並獲選勞委會98年「推動勞工安全衛生優良公共工程」。並由於本標工程具以下周延、創新及挑戰性：1. 首度以造價低、施工快之擋土排樁代替工作井連續壁。2. 採改良式覆工版提高施工期間行車安全及舒適性。3. 以永久結構物作為潛盾工作井節省大量工程費，大幅減少CO2排放量。4. 穿越南崁及埔心溪處周延考量河川沖淤問題，避免隧道結構體上浮，確保長期營運安全。5. 採用低噪音、低振動之鏈鋸切割機具切除既有結構以維持桃園航空站營運。6. 避免因祛水使航站避雷措施失效，增設接地保護。7. 施工前調查卵石最大粒徑與含量，據以選擇最佳潛盾機型，克服卵礫石層掘進難題。8. 以隧道新奧工法去除機場西滑行道下方原殘留地，降低潛盾機施工風險。9. 穿越桃園國際機場塔臺及滑行道，採全自動監測系統以提昇高風險安全管控。10. 潛盾機以低沉陷量穿越塔臺及滑行道，最大地表沉陷僅約3.5mm，順利完成掘進。11. 穿越機場段採用浮動式道床，防治噪音與振動。12. 順利完成國內最長7.2公里之捷運卵礫石層潛盾隧道。於99年獲交通部推薦參加行政院公共工程委員會金質獎選拔，並獲選為特優獎。
Tender CU02A has commenced construction on May 7, 2007 and finished on Mar. 7, 2011. After four years of hard work, the construction finally reached completion and is now under construction warranty phase.
The construction ranged 5.5km and is inclusive of 4 under ground stations: Airport Terminal 1 Station (A12), Airport Terminal 2 Station (A13), Airport Terminal 3 Station (A14), and Airport Hotel Station (A14a). The construction also included 958m of cut & cover tunnel shield and 3.6km of tunnel. The excavated earths consisted of mostly reusable cobblestones and were piled on airport vacant areas during the interim. Trees and plants were planted on the 100m3 piled earths for preparation of future use on runway renovation. As Taoyuan International Airport is within the RIFA infectious zone, necessary monitoring and prevention measures were taken during construction period to control and prevent further spreading of the epidemic area. Moreover, BOHSR along with CAA and Taoyuan Airport Corporation have commenced a 3.5-year time frame RIFA Control Project since June 2010. With cooperation and hard work, the RIFA Control Project was a huge success and was also awarded with "Evaluation Excellence" from central government.
During the construction period, there were 8 shield tunneling machines that bored through construction areas. As negative impact from earthwork constructions toward regular airport transport is strictly prohibited, the contractors (RSEA/Okamura) finished earthwork engineering under the most rigorous operational standards. Given the difficulty of this construction tender, a complete construction structure was established beforehand under the highest principal of safety & quality. Exhaustive planning was made in advance of actual construction and thorough inspection and supervision were implemented during construction. In addition, continuous improvements and subsequent review of causes were applied to any health and safety issues. With the slogan carried out by contractors: "Health and Safety by All and also by Habit", with guidance and examinations by the supervision unit (CECI Engineering Consultants, Inc), and with audits and suggestions conducted by BOHSR and MRT Engineering Office, the health and safety measures of this tender were above standards. Furthermore, the tender was awarded with "Excellent Public Construction for Promotion of Labor Safety and Health" in 2009 by Ministry of Labor. Creativity and Challenging were also features of this construction: 1. Replaced diaphragm wall and working well with the lower cost and less time-consuming retaining pile. 2. Improving operational safety and comfort during construction period by modified metro deck. 3. Reducing massive construction cost and CO2 emission by adopting permanent structures instead of boring wells. 4. Thorough consideration and prevention of potential deposition and erosion problems in the construction area crossing Pusin River and Nankan River to avoid possible displacement of tunnel structure. 5. Adopted the low-vibration and low-noise chain cutting machine to demolish original structures and also maintain normal operation of Taoyuan Airport. 6. Installed additional grounding protection to avoid lightning prevention malfunction during airport draining procedures. 7. Overcoming the boring process by investigating the maximum diameter and content of cobblestones beforehand and choosing the best tunnel boring module. 8. Using the New Austrian Tunnel Method (NATM) to remove the original residual ground beneath the airport west taxiway, simultaneously reducing the risk of boring construction. 9. Automatic monitoring system was adopted for the control tower and taxiway of Taoyuan International Airport to enhance high-risk safety control. 10. Successful boring through airport control tower and taxiway with maximum surface subsidence of merely 3.5mm. 12. Completed the longest 7.2km MRT shield in the entire nation. The construction was recommended by MOTC to participate in Public Construction Commission's Golden Award in 2010 and was awarded with Premium Construction.
Looking back at the obstacles and restrictions during this construction, we were still able to achieve our bureau's goal and motto: "excellence", "innovation", "safety", and "environment". The completion of this construction was an exceeding record and an expectation for TIAA MRT to scale new heights.
