機場捷運中央監控系統介紹 Introduction to TIAA MRT Supervisory Control and Data Acquisition System (SCADA)

機場捷運中央監控系統(SCADA,Supervisory Control And Data Acquisition System)主要功能為支援行控中心中央控制室(OCC,Operation Control Center,CCR,Central Control Room)、青埔/蘆竹機廠控制中心、各車站控制室及維修管理中心之操作人員,依其權限設定,並藉由多功能終端機(MFT,Multi Functional Terminal)圖形化界面,以及大型投影式顯示系統等設備,提供必要營運與維修資訊,以有效監視或/及控制機場捷運系統之運作。
為提供一套可靠、安全、多功能、有效率的監控系統,機場捷運中央監控系統係採分散控制、集中操作、分級管理的設計原則;管理控制階層分為三層,包括:第一階中央控制階層(含中央控制室、檢閱訓練室及機廠控制中心);第二階車站階層(設置於各車站之車站控制室);第三階現場設備階層(位於現場實際的設備)。
機場捷運中央監控系統,提供了三種操作模式,包括:正常運作模式、獨立運作模式及備援OCC運作模式。在正常運作模式時,主線操作的監控,係在青埔機廠中央控制室的SCADA MFT執行;青埔及蘆竹機廠操作的監控,則是在青埔機廠控制中心的SCADA MFT執行。當因通訊骨幹系統中斷,致第一階及第二階控制階層間通訊故障,SCADA系統亦能繼續以獨立模式操作,在每一車站的車站控制室透過SCADA MFT來提供次級控制。另當行控中心無法運作時,檢閱訓練室將被重新組態接替行控中心之監控功能(即備援OCC運作模式),使機場捷運系統得以維持繼續營運。

The purpose of SCADA in the TIAA MRT Project is to provide operational support to OCC staffs of the Central Control Room (CCR), Chingpu/Lujhu Depot Control Center (DCC), Station Operation Rooms (SOR) and Maintenance Management Center (MMC). With the Multi-functional Terminal and Overview Display Systems, SCADA can provide required operational and maintenance information for staffs' reference and also constantly monitor/control systematic operation of the entire TIAA MRT System.
SCADA is designed with principals including dispersed control, centralized operation and classified management to develop a reliable, safe, multi-functional and high efficient system. The management levels are categorized into 3 classifications including the first and highest "central control classification" (inclusive of CCR, Playback Training Room and DCCs), the second "station classification" (inclusive of SORs in each station) and the third "onsite facility classification".
SCADA can operate in 3 operation modes including normal operation mode, independent operation mode and backup OCC operation mode. Under normal operation mode, main line control and monitor happens on the SCADA MFT in Chingpu Depot Central Control Room and control of Chingpu/Lujhu Depot operations happen on the SCADA MFT in Chingpu Depot Control Center. When encountering backbone disconnection of the communication system leading to communication malfunction between the first and second classification, SCADA can continue to operate under independent mode by sending out secondary control instructions from the SCADA MFT in SORs of each station. Furthermore, when the OCC fails to function, PTR takes over control (OCC operation mode) after self-reconfiguration to maintain continuous operation of the TIAA MRT System.
