高鐵台中車站地區「新高鐵段101地號及108地號第二種產業專用區開發經營案」簽約典禮 Contract-Signing Ceremony for "Commercial / Manufacturing Park Development Projects in HSR Taichung Station District"

本鐵局與國泰人壽於1月27 日上午完成「 高速鐵路臺中車站地區新高鐵段101及108地號第二種產業專用區開發經營案」簽約儀式,由本局胡局長湘麟與國泰人壽劉副總經理上旗親自簽署,這是高鐵台中車站地區第一宗以設定地上權方式成功招商之開發經營案,也是繼高鐵桃園車站特定區後,本局再次與國泰人壽公司合作,吸引壽險資金投入高鐵台中車站地區之開發,對於周邊地區發展之帶動極具影響力,亦備受各界矚目。
為推動台中車站地區之開發,本局於103年8月1日公告新高鐵段101地號及108地號第二種產業專用區開發經營案,期以設定地上權方式引進投資人開發經營,經於103年11月24日召開綜合評審會議,由「國泰人壽保險股份有限公司」結合永聯物流開發取得最優申請人資格。
在全球產業結構變遷,電子商務快速發展以及物本服務興盛發展下,區域供應鏈物本潛在市場更受到國際之重視,物本運籌的競爭策略已然成為國家經濟發展策略中的重要一環,「國際物流服務業」亦被行政院列為十大重點服務業,以強化在臺企業之全球運籌能力。高鐵台中車站地區1小時之內即可抵達西部地區各大城市,同時鄰近國際機場及台中港,結合中科、精密機械園區……等大台中科技黃金走廊之產業落的發展潛力,加上台中站平均每日運量已超過5萬人次,實為「國際物流服務業」設置區位之首選。
本案經營規劃將藉由「跨境電子商務產業園區」的開發概念,吸引重要產業投資進駐,包含引進相關跨境電子商務、物流、辦公、商業及觀光服務設施,以創新升級的電子商務流通中心,聯合區域流通網絡,成為亞太地區現代化流通基地為目標。本開發案將興建2萬多坪的電子商務中心,並以世界首創「台中時空玄關」理念,引入完整電子商務上中下游產業、物流與運輸業、產品銷售、選品中心、倉單質押監管中心、跨境服務中心、攝影文創中心企業總部等,與觀光所需之相關配套設施與加值服務,除了可拓展多元化的完整服務,並可創造絕佳市場利基。
全案預計可於民國106年完成興建,未來也將配合土地使用分區管制法令開放,爭取商業複合發展的機會。開發完成後,除可強化在臺企業之全球運籌能力,提升國家經濟動能;整合「觀光體驗導覽」服務,以提升園區價值並引進觀光人潮;更可藉由海、陸、空、鐵聯運,以點、線、面擴大投資帶動高鐵台中烏日站區全面發展,提升高鐵運量。

In the morning of Jan. 27, the contract-signing ceremony of "Commercial / Manufacturing Park Development Projects in HSR Taichung Station District" was held with witness to BOHSR Director General Hsiang-Ling Hu and Cathay Life Insurance Inc. Vice President Mr. Liu personally signing the contract. This project is the second collaboration between BOHSR and Cathay Life Insurance Inc. since HSR Taoyuan Station Project targeting to introduce life insurance corporations to invest in HSR Taichung Station area. The cooperation is a significant impact to neighboring developments and the subject of major attention from many fields.
For the purpose of promoting develop-ment of Taichung Station District, BOHSR promulgated tender invitation for Commercial / Manufacturing Park Development Projects on Aug. 1, 2014. The project invitations were planned to induce superficies development by investors in this district. In the General Evaluation Meeting held by BOHSR on Nov. 24, 2014, the optimal applicant was decided to be Cathay Life Insurance Corp. collaborating with Ally Logistic Property Co. Ltd.
Through structural transitions in the global industry where e-commerce is rapidly developing and logistics services are thriving, the potential market of regional supply chain logistics are gradually being taken seriously by the world. Logistics competition strategies have now been included in many nations' economic development strategy so therefore, our Executive Yuan have also listed "Global Forwarding Industry" as one of the Ten Major Services Industries to strengthen the logistics capability of Taiwan corporations. HSR Taichung Station is a district possessing great technology and logistics advantages including one-hour land transport time to all western Taiwan cities, nearby international airport and harbor and collaboration with Central Taiwan Science Park and The Taichung City Precision Machinery Innovation Technology Park. In addition, HSR Taichung Station has already achieved daily ridership of over 50 thousand passengers, making the district a number one choice for international logistics distribution center.
The project was estimated to reach completion in 2017 and in coordination with implementation of the land use zoning act, the foreseeable prospect of compound development opportunities is promising. Other than strengthening the logistics capability in Taiwan, experience tour services can also be introduced and integrated to enhance tourism value of the park. After development completion, multi-transportation including air, ocean, road and railway will carry out massive investments in HSR Taichung Wuri Station District which will greatly increase HSR ridership.
