機場捷運系統供電工程緊急跳脫站介紹 Introduction to the Power Supply Emergency Trip Station in the TIAA MRT System

機場捷運系統為因應緊急突發狀況,需立即開斷事故段第三軌電源時,特依國際法規NFPA 130要求,分別於車站月台端、橫向聯絡通道入口、緊急逃生梯、出土段、緊急逃生門、特殊軌區、牽引動力變電站及機廠內駐車場的步行通道等處,配置緊急跳脫站(Emergency Trip Station;ETS),透過行控中心(OCC)中央監控系統(SCADA)開斷故障區間之第三軌牽引電力,便於救援人員由月台、緊急逃生梯或橫向聯絡通道等處進入事故軌道區間執行救助作業時,可確認第三軌的斷電狀態,以保障救援人員安全,避免災害發生。每一緊急跳脫站裝設有藍色及白色指示燈,藍燈表示第三軌加壓送電中,白燈則代表第三軌斷電狀態,指示燈下方附有壓克力板,標示斷電區間及斷電後之聯絡資訊等。緊急跳脫站箱內設有直線電話,可直接與行控中心通話。
緊急跳脫站開斷牽引電力功能基本上是透過SCADA來完成,為考量在SCADA喪失功能時也能開斷第三軌電力,機場捷運緊急跳脫站亦具備硬線跳脫設計。當發生緊急事故時,按下緊急按鈕,斷電訊號將被傳送到牽引動力變電站,此時訊號一分為二,其中一個訊號直接經過硬線,啟動牽引動力變電站內上∕下行軌的直流斷路器;另一個訊號則透過介面終端盒連結至SCADA系統,啟動直流斷路器,以確實開斷牽引電力,避免危害擴大,保障安全。

To cope with operational emergencies in which the power supply of the third rail should be tripped immediately, certain areas of the TIAA MRT System are distributed with emergency trip stations (ETS). Based on NFPA 130 regulations, the ETSs are distributed at end of station platforms, entrance of cross passageways, emergency staircases, daylighting sections, emergency exits, non-standard rail sections, traction substations and the walkway within depot stabling yards. When encountering an emergency, the ETS will trip the traction power on the third rail via instructions from the OCC SCADA to ensure that the rescue route is electricity-free. The rescue route from platform, emergency staircases to cross passageways should be under power-off conditions to ensure the rescue team is working under a safe environment. Each ETS is equipped with a blue and white indicator lamp with the blue lamp indicating the third rail power is energized and the white lamp indicating de-energized. The acrylic panel under the indicators shows contacting information after the power trip. The ETS is also equipped with a direct line telephone to connect with the OCC.
Due to the traction power trip performed by ETS is fundamentally controlled via SCADA, the TIAA MRT System is also installed with a hard-wire trip design to backup SCADA control when the system fails. Therefore, when an emergency happens and the emergency button is pushed, the power trip signal will be simultaneously transmitted via the both the hard wire route and SCADA system to the DC circuit breaker to ensure that the traction power is cut off. This way, the disaster will be prevented from expanding and rescue safety will be assured.
