政府核定高鐵基本費率標準檢討結果 Summary of the Evaluation of Government-approved HSR Fare Standard

高速鐵路票價之訂定與調整應依據興建營運合約附件五「高速鐵路營運費率標準、調整時機與方式」辦理。按其規定,台灣高鐵公司應依據「政府核定基本費率標準(FG)」(以下簡稱FG)自訂該公司基本費率(FB),並據以訂定或調整票價;且交通部應依台灣地區消費者物價指數變動率檢討FG後,於每年4月1日公告檢討結果。
查交通部前於95年12月28日核定通車營運年之FG為3.655元/人公里(物價指數變動率已考量至94年),98年及102年因台灣地區消費者物價指數變動率(GICP)已達檢討調整基準,交通部爰依規定分別公告調整當年FG為3.875元/人公里及4.009元/人公里。本年度檢討因103年GICP年變動率為1.20%,及最近一次核定或調整FG (102年)至本年度檢討時之GICP累積變動率為2.00%,均未達FG調整基準±3%,故104年政府核定基本費率標準FG不予調整,仍維持4.009元/人公里。

The establishment and adjustment of HSR fare is based on clauses in appendix 5: "fare standards and the adjustment timing and methods of HSR fares" in the HSR Establishment and Operation Contract. According to regulations, THSRC should set a ticket rate (FB) in consideration of the government-approved standard rate (FG). In addition, MOTC will promulgate the HSR fare results on April 1st of each year after evaluating FG with the reference of Taiwan's GICP trend.
Looking at MOTC records, FG announ-ced on Dec. 28, 2006 during the opening year of Taiwan High Speed Rail equaled NT$ 3.655/person. This number was under the reference of 2005 GICP in Taiwan. In 2009 and 2013 in which Taiwan's annual GICP reached adjustment standard, MOTC announced FG fluctuations of NT$ 3.875/person and NT$ 4.009/person respectively. Regarding the FG this year (2015), the GICP in 2014 was 1.20% and the accumulated GICP since the last adjustment (2013) was 2.00%, both FG did not reach the adjustment standard ±3%. Therefore, the FG in 2015 will remain NT$ 4.009/person.
