104年度上半年度高鐵新增三站環評查核執行成果報導 Environmental Impact Assessment on Implementation Results of the 3 Additional HSR Stations in the First Half of 2015

高鐵新增三站的環境影響評估查核作業係依據本局核定之高鐵苗栗、彰化、雲林站興建及南港軌道機電核心系統安裝工程環境影響評估查核計畫辦理,依環評承諾需於施工期間分上、下年度對各施工標執行,上半年度查核工作已於104年5月15日辦理完成,查核結果發現各施工標段皆能重視並依相關環保規定辦理,工程進度及環保工作皆能兼顧;惟有部分標段仍有缺失者,亦能於規定期限內檢討後改善。
新增三站的環保工作重點主要是綠建築之規劃設計施工及標章的取得,依據環評承諾三站完工後皆必須取得銀級以上(含銀級)的綠建築標章。高鐵施工團隊為符合環評承諾,並融入地方文化元素,初期設計時就特別用心,並以優於環評承諾為目標,使得三站取得的綠建築候選證書都比原先環差的規劃還好,分別是雲林站為銀級,彰化站為黃金級,苗栗站甚至達到鑽石級。
本局為確保環評承諾的履行,也了解綠建築標章取得的困難性,在辦理三站首次環評查核時,即督促各標工地成立綠建築標章達標小組,以綠建築九大指標各項目的分數之取得列出驗算表,定期確認及檢討,並針對弱項進行改進,尤其在三站車站主體預定於近期完工之時,本年度上半年度的查核更重視綠建築標章之相關送審作業,期望施工廠商能更審慎的處理,以確保有良好的成果。目前在本局及台灣高鐵公司團隊的推動下,三站都能向達標的目標前進,甚至雲林站可能也會有更好的結果呈現。
因為本局及台灣高鐵公司環保團隊的共同努力,本三站工程也獲得交通部環保小組委員的肯定,分別於交通工程環境影響評估追蹤考核現場勘察計畫中獲得前三名的佳績(雲林站獲102年第1名,苗栗站及彰化站分別獲得103年第2名及第3名)。因此,本局也把三站的環保執行成果列為環境教育訓練課程,並選擇了苗栗站辦理了2次的戶外學習,讓同仁在學習的過程中感受到三站為綠建築達標及環境保護的努力,也了解本局在辦理環評查核的用心。

The Environmental Impact Assessment (EIA) of three additional HSR stations was implemented according to the "Environmental Impact Assessment Plan of HSR Miaoli, Changhua, Yunlin Stations and the Core E&M System Installation of Nangkang Construction" and was carried out by BOHSR. According to the environmental assessment commitment, BOHSR should conduct an assessment on each tender in each half of the year. The first evaluation has already been completed on May 15, 2015 and results were positive. Most construction tenders took notice of environmental regulations and have balanced construction progress with environmental actions well. Only a few sections did not fulfill the environmental regulations but have also made improvements to conform to regulations within the regulated time frame.
The focus of this assessment for the additional three stations is first, the design and construction of station project and second, the acquisition of the green building certifications. Originally, the environmental commitment of these three stations is to acquire Silver Level or higher certificates in the green building evaluation. To see through the environmental commitment and to integrate local cultures with station design, BOHSR construction teams have put full effort in the projects from the start. As a result, the nominated green building certifications of the three stations were superior to the originally promised qualification level with Yunlin Station nominated for Silver Level, Changhua Station nominated for Gold Level and Miaoli Station nominated for Diamond Level.
To ensure the fulfillment of the environmental commitment and to overcome the difficulties of green building label acquisition, BOHSR supervised each site to establish its own task force to focus on the 9 indexes of green building evaluation. The job of the task forces is to periodically verify construction status of the stations and to carry out improvement measures targeting respective weaknesses. Moreover, upon near completion of the station projects, BOHSR emphasized the green building issue during implementation of the "BOHSR Environmental Inspection in the First Half of 2015" in hope of delivering the best results possible in the final green building evaluation. Currently, under vigorous promotion of the BOHSR and THSRC team, all three stations are on the way to either meet or exceed (Yunlin Station) the original environmental commitment.
Through indisputable teamwork of the BOHSR and THSRC environmental teams, all three station projects have won rewards in the "MOTC Environment Impact Assessment of Transportation Engineering" with Yunlin Station at 1st place in 2013 and Miaoli Station and Changhua Station in 2nd and 3rd place in 2014. As a result, two sessions of BOHSR environmental education training used Miaoli Station as an outdoor classroom for trainees to comprehend what has been achieved in environmental protection.
