In accordance with the Railways Supervision Task Force of MOTC, BOHSR implemented the 2015 Alishan Forest Railway Annual Inspection on Aug. 26 to 27, 2015. The inspection was conducted based on Article 41 of "Railway Law" and Article 47 of "Regulations Governing Supervision of Local, Private, and Exclusive Railways". The eight major inspection items included Organization, Operational Situation, Financial Situation, Constructions, Safety Management System, Maintenance of Trains, Maintenance of Tracks and Others. There were a total of 25 inspected items, which were respectively implemented by Operations, Civil Engineering and E&M Divisions.
The Railways Supervision Task Force leading with Deputy Chief Engineer Guo-Cheng Jao with relevant associates carried out the inspection. First, the party arrived at Chiayi Forest District Office of Forestry Bureau for briefing. The inspectors not only evaluated the implementation of current organization, regulations, systems and relevant managing procedures but also randomly reviewed actual working logs and records. Additionally, due to the re-operation project of Alishan railway in which the third phase from Fenchihu to Alishan section is scheduled to finish by end of this year, the inspectors also evaluated the current restoration status and pre-operation situation of this project. Regarding the re-operation project, on-site inspection on recent accident sites, major stations, tunnels, garages and high-risk sections were implemented to comprehend operational details. The inspection party anticipated that with this comprehensive inspection, operational safety of the forest railway would be greatly enhanced.
