高鐵新增三站(苗栗、彰化及雲林站)履勘作業紀要 Summary of HSR Three Additional Stations (Miaoli, Changhua and Yunlin) Inspection

鐵路運輸系統營運前,應依「鐵路法」第16條第2項規定,向交通部提出履勘申請,經核准後始得營運。另依「鐵路運輸系統履勘作業要點」第2點規定,民營、地方營及專用鐵路辦理履勘前應先辦理竣工檢查。
台灣南北高速鐵路後續工程新增三站之土建、機電等工程由台灣高鐵公司發包興建,於104年6月11日起陸續提出3站以及核心機電系統工程之竣工申請,經交通部陸續於104年6月26日起辦理竣工檢查,並於104年8月31日完成相關缺失改善複查,確認已達通車營運準備。
台灣高鐵公司於104年9月1日正式提出新增苗栗、彰化、雲林等車站工程履勘申請。交通部於104年9月15日就該公司所提送文件進行形式審查及確認受檢文件資料狀況,於9月22日召開履勘前置會議向履勘小組提報形式審查結果。
本次履勘小組設召集人、副召集人各1名,下設土建、機電、營運等3分組。召集人依慣例由交通部路政司司長擔任並兼當然委員,統籌辦理履勘作業相關事宜,副召集人由藍委員武王擔任。另由交通部路政司及鐵路營運監理小組(本局)共同組成工作分組,協助履勘小組辦理履勘行政作業。
履勘委員針對台灣高鐵公司所備文件、現地設備與設施以及模擬演練等勘查項目,檢視後提出相關缺失與建議,履勘小組共提出之改善事項計23項,分別為「營運前須改善事項」5項、「一般注意改善事項」11項及「後續建議改善事項」7項。其中「營運前須改善事項」之改善,須備妥相關改善證明文件報部,獲核准後方得通車營運。「一般注意改善事項」則由鐵路營運監理小組追蹤改善情形至完成結案;至於「後續建議改善事項」則請該公司辦理後續工程或改善設施時參考辦理。
在履勘小組、工作分組及受檢單位等單位努力下,已順利完成履勘作業。台灣高鐵公司須完成履勘所列「營運前須改善事項」缺失改善,並備妥相關改善證明文件報部,獲核准後方得通車營運。

According to Article 16.2 in Railway Act, the railway organization is required to apply for MOTC pre-operation inspection before official operation and can only operate after acquisition of MOTC approval. In addition, Item 2 of "Rules of Railway Transport System Final Inspection & Testing for Revenue Service" regulated that prior to pre-operation inspection, private, local and exclusive railways have to apply for construction completion evaluation.
The civil engineering and E&M enginee-ring of the Three Additional Stations of Taiwan North-South High Speed Rail Subsequent Construction is constructed by THSRC contractors in which the three stations and its core E&M constructions have successively applied for construction completion evaluation since Jun. 11, 2015. The applied construction completion evaluations have successively been implemented from Jun. 26 and all improvement measures have been completed by Aug.31, 2015 confirming the constructions ready for operation.
On Sep. 1, 2015, THSRC formally submi-tted the inspection application for Miaoli, Changhua and Yunlin station constructions. On Sep. 15, MOTC examined and verified the application documents and by Sep. 22, the inspection preliminary meeting was called for to report the results of formal examination.
The inspection team comprised of one Convener, one Vice Convener, a civil engineering group, E&M group and operation group. The Convener as well as ex-officio member was chosen by convention to be the Director General of Department of Railways and Highways and is responsible for integrating all inspection-related matters. The Vice Convener was chosen to be committee member Mr. Wu-Wan Lan.
The inspectors raised 23 improvement points according to evaluation results of documentation, on-scene equipment and simulation practices. The improvement points comprised of 5 pre-operation matters, 11 general matters and 7 follow-up suggestions. Regarding the pre-operation matters, the railway organization has to submit all necessary documents to MOTC to be cleared for operation. For the 11 general matters, the Railways Supervision Task Force will follow up until all improvement points are achieved. As for the follow-up suggestions, THSRC will take into consideration for future engineering projects.
With great efforts and cooperation of all participating parties, the inspection work has been finished and THSRC has to resolve the 5 pre-operation matters and prepare all necessary documents to MOTC to be cleared for operation.
