本計畫除進行沿線光纜、共構MIMO （Multi-input Multi-output）天線、4G電信設備及RoF（Radio-over-Fiber）安裝，並透過列車對外車頂MIMO天線，車內WiFi與Small cell涵蓋設計，減少電波因車廂之穿透損失（約20~30dB），並提供車廂內穩定之電波涵蓋。由於車廂內收訊良好，可節省功率消耗，乘客於高鐵列車上更可享受飆網樂趣。
工研院計劃於105年整合4G電信業者投資，佈建台北至台中沿線135公里共構網路，及高鐵24組列車small cell專屬網路；106年佈建台中至左營沿線180公里共構網路，及高鐵其餘列車small cell專屬網路，預期於106年底前完成4G高速鐵路沿線行動通訊之改善。
To establish high-quality 4G network environments along the HSR line to provide passengers stable 4G services on the HSR, the Industrial Technology Research Institute (ITRI) cooperated with domestic telecommunication companies in hope of setting up a 4G- LTE/RoF communication network platform by installing 4G equipment on board.
For the HSR routes, installation items include optical fiber cables, integrated Multi-input Multi-output (MIMO) antennas, 4G telecom equipment and Radio-over-Fiber (RoF) platforms; as for the HSR trains, the MIMO roof antennas and interior Wifi and small cell coverage design have to be established to reduce penetration loss (approx. 20-30 dB) due to train metal shells and to provide stable radio wave coverage in the coach. Due to stable reception inside the coach, power consumption can be reduced and then passengers can enjoy stable network connection when traveling on 700T.
In 2015, the feasibility of relevant technologies (4G LTE integrated platform, signal optimization in tunnel and along the rail and trainborne network design) has been tested from Hsinchu to Taoyuan. Currently, ITRI have already established collaboration projects with Chunghwa Telecom and Far Eastone Telecommunications and is planning to invite Taiwan Mobile, Asia Pacific Telecom and Taiwan Star Telecom into the project subsequently.
ITRI has planned to integrate all domestic 4G telecom company investments and establish a 135 km integrated network from Taipei to Taichung and the small cell exclusive network in 24 HSR trains in 2016. By 2017, ITRI planned to finish the 180 km integrated network from Taichung to Zuoying and the small cell exclusive network in remaining HSR trains. The entire 4G HSR telecommunications improvement project is scheduled to be completed by the end of 2017.
