機場捷運ME01標機廠土建及機電設備工程部分驗收辦理情形 The Partial Acceptance Process for Civil Engineering and E&M of the TIAA MRT ME01 Construction Tender
初驗複驗會議。

機場捷運ME01標機廠土建及機電設備工程工作範圍包括青埔機廠、蘆竹機廠及兩座機廠範圍外主變電站內所有土建及其他機電設備工程之設計及施工,包括土木、水保、結構、大地、建築、景觀、標誌、水電、機械、環控、電梯及污水系統等相關工作項目。
上述工作範圍廠商日商丸紅國際股份有限公司交通專案分公司依契約一般條款規定,於104年7月下旬提報竣工並請求辦理部分驗收,經監造單位及捷運工程處分別辦理竣工查證及竣工確認會議,確認承包商已依契約規定施作完成,核定竣工日期為104年8月17日。
本工作範圍之驗收,依契約規定不包括「營運前運轉測試」及「RAMS驗證展示」,因部分工作物已由營運單位進駐並先行使用,考量契約執行公平合理,捷運工程處依契約及採購法相關規定辦理部分驗收作業,分別於104年12月17~19、21~22日共五個工作日,分成五個分組辦理初驗,各分組依其分配之驗收項目,在承包商及監造會同下逐一進行查驗,查驗缺失均記載於本局ISO表單「工程初驗/驗收查驗表」,初驗缺失項目在廠商全力趲趕下,於105年1月中旬改善完成,並於同年2月3日完成複驗。後續將報請本局會同營運單位辦理驗收事宜。

The construction range of civil engineering and E&M equipment for TIAA MRT ME01 tender comprises all designing and engineering contents of relevant equipment in and around Chingpu Depot and Lujhu Depot and two bulk supply substations. Engineering contents included civil works, water conservation, structures, land, buildings, landscape, signs, E&M, machinery, elevators and sewage systems.
In late July, 2015, MKH J.B. Consortium, the contractor, has submitted for construction completion and requested partial acceptance according to general terms in the construction contract. Via verification and confirmation meeting respectively held by the supervising unit and MRT Engineering Office acknowledging the completion of contract contents, the construction completion date was authorized Aug. 17, 2015.
The scope of this partial acceptance did not include “pre-operational testing” and “RAMS validation demonstration” according to provisions of the contract. Due to preceding stationing and usage of certain items by the operating unit, the MRT Engineering Office implemented the partial acceptance according to relevant provisions of the contract and procurement law considering fairness and rationality. The acceptance work was passed down to five groups for preliminary acceptance on five respective days, Dec. 17, 18, 19, 21 and 22, 2015. Each group verified the acceptance categories in conjunction with the contractor and its supervising unit and the defects were described in the BOHSR ISO form, “project preliminary acceptance / acceptance checklist”. The defects were resolved in mid-January, 2016 under vigorous progress and the follow-up inspection was completed on Feb. 3, 2016. In subsequent, the contractor will report to BOHSR in conjunction with the operating unit to handle matters relating to acceptance.
