政府核定高鐵基本費率標準檢討結果 Summary of the Evaluation of Government-approved HSR Fare Standard

高速鐵路票價之訂定與調整係依據興建營運合約附件五「高速鐵路營運費率標準、調整時機與方式」辦理。按其規定,台灣高鐵公司得在「政府核定基本費率標準(FG)」(以下簡稱FG)向上20%範圍內,自訂該公司基本費率(FB),並據以訂定或調整票價。為使高鐵費率機制更為透明合理,交通部業配合財務改善方案檢討修正高鐵費率機制,於104年7月27日簽訂興建營運合約第四次增修協議書中明確規範原合約費率機制中特許公司向上20%自訂費率之使用條件,將依「法定優待票交叉補貼因子」(C1)、「離峰、通勤及特定旅運需求等差別訂價調節因子」(C2)調整核實運用,即FB≦FG×(1+C1+C2),其中C1+C2≦20%,C1≦12.5%,C2≦7.5%。
依據興建營運合約規定,交通部每年應依台灣地區消費者物價指數變動率檢討FG,並查核高鐵公司前一年度法定優待票與離峰、通勤及特定旅運需求等差別訂價之實際執行值,訂定C1及C2,於每年4月1日公告檢討結果。
查交通部前於95年12月28日核定通車營運年之FG為3.655元/人公里(物價指數變動率已考量至94年),98年及102年因台灣地區消費者物價指數變動率(GICP)已達檢討調整基準,交通部爰依規定分別公告調整當年FG為3.875元/人公里及4.009元/人公里。本年度檢討因104年GICP年變動率為-0.31%,及最近一次核定或調整FG(102年)至本年度檢討時之GICP累積變動率為1.69%,均未達FG調整基準±3%,故105年政府核定基本費率標準FG不予調整,仍維持4.009元/人公里。
另依查核台灣高鐵公司興建營運合約第四次增修協議書生效日起104年10月30日至12月31日「法定優待票」與「離峰、通勤及特定旅運需求等差別定價優惠措施」實際執行值,訂定105年C1及C2。105年4月1日公告FG,105=4.009元/人公里;C1,105+C2,105=12.2%(C1,105=6.064%,C2,105=6.158%)。

The establishment and adjustment of HSR fare is based on appendix 5, “fare standards and the adjustment timing and methods of HSR fares”, in the HSR Establishment and Operation Contract. According to regulations, THSRC should set the ticket fare (FB) within the range of 20% higher than the government-approved standard fare (FG) and establish and adjust ticket rates based on this principal. In order for the HSR fare mechanism to be more transparent and reasonable, MOTC reviewed and amended the mechanism in coordination with the financial improvement plan. On July 27th, 2015, MOTC and THSRC signed the Fourth Amendment of the HSR Establishment and Operation Contract indicating the conditions of 20% higher fare establishment by the concessionaire shall base on “cross-subsidization factor of the statutory discount fare”(C1) and “off-peak, commuting and specific travel pricing difference regulating factor”(C2), that is FB≤FG×(1+C1+C2), where C1+C2≤20%, C1≤12.5% and C2≤7.5%.
In accordance to the HSR Establishment and Operation Contract, MOTC shall not only evaluate FG with the reference of Taiwan’s GICP trend but also verify whether THSRC had set C1 and C2 based on the actual implementation value of pricing differences of statutory discount fares, off-peak fares, commuter fares and specific travel fares from the previous year. After thorough assessment, MOTC will then promulgate the evaluated results on April 1st each year.
Looking at MOTC records, the FG announced on Dec. 28th, 2006 during the opening year of Taiwan High Speed Rail was $3.655/passenger-km. (This number was under the reference of 2005 GICP in Taiwan.) In 2009 and 2013 in which Taiwan’s annual GICP reached adjustment standard, MOTC announced FG fluctuations of $3.875/passenger-km and $4.009/passenger-km respectively. Regarding the FG this year (2016), the GICP in 2015 was -0.31% and the accumulated GICP since the last adjustment (2013) was 1.69%, both FG did not reach the adjustment standard ±3%. Therefore, the FG in 2015 will remain $4.009/passenger-km.
Furthermore, THSRC had set C1 and C2 of 2016 based on the actual implementation value of “statutory discount fare” and “off-peak, commuting and specific travel pricing difference regulating preferential measures ” from Oct. 30th (the effective date of the Fourth Amendment of the HSR Establishment and Operation Contract) to Dec. 30th, 2015. On Apr. 1, 2016, MOTC promulgated the HSR fares and factors, FG,105=$4.009/passenger-km,C1,105+C2,105=12.2% (C1,105=6.064%;C2,105=6.158%).
