高鐵南港延伸線竣工檢查 Construction Completion Inspection on HSR Nangang Extension line

台灣南北高速鐵路後續工程建設計畫南港延伸線(南港站)為高鐵全線通車之後新的里程碑,主要工程內容包括政府辦理之「南港專案等土建工程」及台灣高鐵公司辦理之「南港站裝修工程」與「台北站至南港站路段之軌道及核心機電工程」等3大部分,政府辦理之「南港專案等土建工程」先完後,交付台灣高鐵公司辦理後續2項工程,相關工程已於104年12月至105年2月陸續完工。
依據「地方營民營及專用鐵路監督實施辦法」第四十五條,對於新設、增設、變更路線供運輸用之重要設備,開始使用前,應由交通部執行竣工檢查,爰高鐵局於105年1月14、15日(南港站室內裝修工程)及2月2~4日南港延伸線軌道及核心機電系統工程(含自動收費系統)辦理竣工檢查作業,辦理方式分為「書面審查」與「實地勘查」兩部分,就所發現之應行改進事項所列缺失詳細紀錄,並依其影響性,區分為「影響重要設備事項」及「一般性事項」等2類,進行後續之追蹤處理。高鐵局並於105年2月26日就竣工檢查應行改進事項進行複驗作業,經確認其中「影響重要設備事項」皆已完成,符合履勘申請之條件。
高鐵自96年通車營運後,高鐵南港站是第一次路線延伸的重要指標,未來南港站通車營運後,路線總長度將由目前的345公里增加至350公里,全線車站數也將由11站增加至12站,也將繼台北及板橋,成為大台北地區第三個高鐵、臺鐵及捷運三鐵共站的車站,成為新興交通樞紐,帶動南港地區轉型再發展,也是繼去年12月1日完成高鐵苗栗、彰化及雲林新增三站的通車營運之後,再創一個嶄新的里程碑。

The Taiwan North-south High Speed Rail Follow-up Construction-Nangang Extension Line (Nangang Station) is the latest milestone after operation of the complete HSR line. The three major parts of the Nangang Extension Line (Nangang Station) project includes "Civil Engineering of Nangang Project" by the government and “Nangang Station Renovation Engineering” and “Rail and Core E&M Engineering between Nangang and Taipei Main Station” by THSRC. The"Civil Engineering of Nangang Project" have been completed first and the two portions by THSRC have been completed during the period of December 2015 and February 2016 respectively.
According to Article 45 in “Regulation for Supervision of Local Railway, Private Railway and Exclusive Railway”, transportation equipment that is newly installed, additionally installed or change of route shall apply for construction completion inspection by MOTC before start of use. In consequence, BOHSR implemented the inspections on Jan. 14th & 15th, 2016 for Nangang Station Interior Renovation Engineering and Feb.2nd ~ 4th, 2016 for Rail and Core E&M Engineering for Nangang Extension Line (inclusive of ATC system). The inspections included two parts, “documentation assessment” and “onsite inspection”. The discovered faults and corresponding improvement measures will be comprehensively recorded and categorized into “significant equipment-impacting items” and “general items” for following tracing operations. On Feb. 26th, 2016 BOHSR implemented the follow-up inspection targeting improvement measures where all “significant equipment-impacting items” were confirmed to be completed and conformed to inspection application criteria.
HSR Nangang Station is a significant indicator of the first extension made to the HSR system since its opening in 2007. The completion of this station will extend system length from 345 km to 350 km and increase total HSR stops from 11 into 12 stops after. After official operation of the station, Nangang Station will be the third station in Taipei that connects HSR, TRA and MRT systems becoming a rising transportation hub which will promote development and transition of Nangang district. Following the opening of three additional HSR stations, Miaoli, Changhua and Yunlin, on Dec. 1, 2015, the completion of HSR Nangang Station will bring Taiwan High-Speed Rail to a whole new milestone.
