機場捷運ME01標施工期間環境監測概述 Outline of Environmental Monitoring Operations during the Construction Period of the TIAA MRT ME01 Tender

為落實各項環評承諾及相關工地環境保護措施,並確實掌握工程施工對環境所造成的影響,本局捷工處於機場捷運施工期間即進行各項監測及記錄工程施工對環境品質所造成的影響,並於各項監測結果超過環境涵容能力時,適時通知承包廠商進行改善,以減輕對環境造成之衝擊。
機場捷運ME01標機電系統工程除依據「中正國際機場聯外捷運系統中正國際機場至三重站環境影響說明書」與「桃園都會區大眾捷運系統規劃環境影響說明書」環境影響評估規定,並依據「臺灣桃園國際機場聯外捷運系統建設計畫機電系統統包工程施工期間環境監測執行計畫」辦理環境監測,依其工程性質辦理空氣品質、營建噪音、噪音振動、河川水水質、排放水質、交通等各項承諾,進行相關監測項目。
另因電聯車進行整合測試可能造成沿線敏感受體之噪音振動,並考量電聯車於高架橋上進行一系列如列車班距、車輛加減速、煞車……等整合測試作業,此作業對沿線環境所造成的衝擊,主要以列車行駛時所產生之噪音振動為主,因此亦參照規定於未來營運階段之敏感受體監測地點及監測頻率,加強進行噪音振動之監測。

To fulfill environmental commitments, enforce relevant environmental protection measures at construction sites and accurately ascertain environmental impact caused by the construction, BOHSR, MRT Engineering office has continuously implemented monitoring measures throughout the construction duration and recorded the impact caused by construction. Additionally, BOHSR timely informed the contractors to execute improvement measures once the monitoring results exceeded the assimilative capacity of the environment in order to mitigate the impact to the environment.
The environmental monitoring operations for the E&M system construction of TIAA MRT ME01 Tender is based on regulations in “TIAA MRT Taoyuan Airport to Sanchong Station Environmental Impact Statement (EIS)”, “Taoyuan Metropolitan MRT System Planning EIS” and “Environmental Monitoring Operations during the Construction Period of the TIAA MRT Construction Project E&M System”. The environmental monitoring items including air quality, construction noise, noise and vibration, river water quality, discharged water quality, traffic, etc. are implemented according to engineering properties.
Considering the major environmental impact of integration testing of EMUs and the integration testing of train schedule, acceleration/deceleration, brakes, etc. on the viaducts is noise and vibration to sensitive receptors along the rail line, there will be location and frequency monitors installed on the rail in the operational stage. Moreover, the noise and vibration monitoring will be emphasized at the sites of sensitive receptors according to relevant regulations.
