On May 18, 2016, MOTC Railways Supervision Task Force commenced the 2016 Annual Inspection on HSR Operations. The inspection was carried out based on regulations in Article 41 of “Railway Act” and Article 47 of “Regulation for Supervision of Local Railway, Private Railway and Exclusive Railway”. The eight major inspected items included Organization, Operational Situation, Financial Situation, Constructions, the Safety Management System, Maintenance of Trains, Maintenance of Tracks and Others. Regarding item “Financial Situation”, it will be processed through an additional regulation mechanism called “HSR Operation Financial Inspection” which is scheduled to commence around end of June 2016.
This inspection was implemented by Railways Supervision Task Force with Deputy Chief Engineer Hsin-Hsi Lu leading the team. First, the party arrived at THSRC headquarters in Nangang for briefing. Then, the sub-teams went on separately to the operation maintenance building, stations and bases for document examination, staff questioning and on-site inspection. Inspection contents included actual enforcement of policies, regulations and procedures and also random checks on data sheets and records. Among the inspected items, Nangang Station that is scheduled to officially operate on July 1, 2016 and response measures for the service years of the corresponding core E&M system equipment were especially examined in this annual inspection.
The annual inspection was completed by May 30, 2016 in which total of 117 items were reviewed including 4 categories: Operation, Civil Engineering, Electric & Mechanic and Labor Safety & Health. An official report based on inspection results will be provided and improvement items will be generated according to law. The report will be ratified by MOTC and submitted to THSRC for future improvements.
