The original “Regulations for Railway Route Survey” was formulated based on Article 74 of Railway Act. However, the amended Railway Act promulgated on Jun. 18, 2016 deleted Article 74 resulting in the abolishment of “Regulations for Railway Route Survey” that was extended from that article. In response to the abolishment of the original regulation, BOHSR contracted CECI Engineering Consultants Inc. to draft a new “Railway Route Survey Specifications” so that railway organizations will still have applicable guidelines to follow for railway measurement matters.
During the drafting process of “Railway Route Survey Specifications”, BOHSR invited MOTC, TRA, RRB, and THSRC to discuss on the matter and formulate specifications that can apply to all domestic railway systems by integrating experience from diverse fields and considering the differences and characteristics of multiple railway systems. Contents of the draft took reference from “Regulations for Railway Route Survey (annulled)”, “Land Surveying and Mapping Act and its Survey Implementation Rules” promulgated by MOI, relevant standards, regulations and procedures of each railway organization to set specifications for each phase of measuring operations based on the lifecycles of engineering planning, design, constructing and maintenance. In general, the full text is divided into seven chapters, 30 articles and specification commentary including preface, general principles, control measurement, engineering planning measurement, engineering design measurement, construction survey, displacement monitoring and supplementary provisions. Currently, the draft has been completed and submitted to MOTC in March 2016 for ratification.
