BOHSR implemented the RIFA preventive and monitoring operations along HSR according to “RIFA Control Standard Protocol”. In 2016, the control project included onsite inspection of RIFA scenes and preventive measures in the RIFA-monitored areas. Onsite inspection operations were divided into BOHSR-owned and THSRC-owned sections and are implemented around mid-April each year. BOHSR-owned sections included HSR Tainan, Chiayi, Yunlin, Taichung, Miaoli, Hsinchu and Taoyuan station districts and should be inspected once a year; THSRC-owned areas included each station, main workshops and depots. Since THSRC implements self-inspections every year, BOHSR annually spot-checks two areas to execute documental and onsite inspections.
The annual RIFA Control Project has been completed by Jul. 29, 2016. The inspection measures were suggested by National RIFA Control Center in which the first step is visually inspect the suspected areas then press originally-flavored chips into 7cm × 1.4cm pieces and scatter evenly onto the floor. After 40 to 60 minutes, the inspectors will check if the ants are found in the chip-scattered range. Results showed that other than the affiliated business land of HSR Hsinchu Station which is already listed as RIFA-monitored area by National RIFA Control Center, all inspected areas were negative of RIFA.
The abovementioned affiliated business land of HSR Hsinchu Station has respectively entrusted specialized providers to implement RIAF preventive operations (including emergency measures and regular preventive measures) in March and June 2016. The level of RIFA occurrence of the area has downgraded from third grade to first grade and the impact degree has turned from severe into mild. Subsequently, prevention and treatment measures will continue to be carried out to achieve zero level RIFA occurrence as the goal.
