交通部高鐵沿線地層下陷防治專案小組執行紀實 Implementation Report of HSR Alongside Land Subsidence Prevention Ad Hoc Group of MOTC

鑑於地層下陷問題對高鐵結構及營運安全之影響,行政院先後於102年5月及104年11月核定實施「雲彰地區地層下陷具體解決方案暨行動計畫」及「黃金廊道新方案暨行動計畫」(第一次修正),落實執行增供地面水及減抽地下水,有效處理雲彰地區地層下陷防治問題,對高鐵雲彰路段之結構及營運安全已具有正面效益。
交通部為掌控高鐵沿線地層下陷之監控情形及因應事宜,自97年成立「交通部高鐵沿線地層下陷防治專案小組」定期召開專案小組會議,並逐步完成行政院核定行動計畫包括:持續辦理高鐵橋墩沉陷及行車安全之監控與因應、採工程技術方式因應新設車站之差異沈陷問題、彰雲地區高鐵兩側荷載管制之訂定、台78線與高鐵交會處附近地表測量、地層監測及路堤減載方案等,其中彰雲地區高鐵兩側150公尺荷載管制相關規定已納入「鐵路兩側禁建限建辦法」於105年1月1日經交通部會銜內政部公告實施,將彰雲地區高鐵沿線開發案有效納入管理。
依據105年水利署監測資料顯示,彰雲嘉地區嚴重下限區域面積比104年明顯變小(嘉義地區為零),地層下陷情況趨於穩定,惟就雲林虎尾車站站體荷重對下陷之影響應提早備妥因應對策,本局已督促台灣高鐵公司儘速完成105年高鐵橋墩之安全監測作業,並藉由「交通部高鐵沿線地層下陷防治專案小組」會議持續協調推動彰雲嘉地區地層下陷相關防治作業及因應措施,以維高鐵結構及行車安全。

Due to structural and operational impact on the HSR system, the Executive Yuan respectively ratified "Specific Solutions and Action Plans Confronting Land Subsidence in Yunlin and Changhua Areas (the 1st amendment)" in May 2013 and “Golden Agricultural Corridor Project” in Nov.2015. The projects has successfully reduced groundwater usage which effectively slowed down the land subsidence issue in Yunlin and Changhua areas and brought positive impact toward HSR structural and operational safety in that area.
To monitor the land subsidence condition alongside HSR routes and generate response measures, MOTC established the “HSR Alongside Land Subsidence Prevention Ad Hoc Group” in 2008 and the MOTC Ad Hoc Group has held meetings periodically to implement projects ratified by the Executive Yuan. The projects included monitoring the subsiding degree of HSR piers and ensuring HSR operational safety, reacting to differential subsidence issue using engineering techniques, establishing HSR alongside loading regulations in Changhua and Yunlin areas, surface measurements at the intersection of HSR and Provincial Highway 78, monitoring stratum condition and restricting HSR alongside embankment loading, etc. The loading restrictions within 150m of Changhua and Yunlin HSR routes have been added in the “Building Permit Bans and Restrictions alongside HSR System” and have been formally promulgated on Jan. 1, 2016 after confirmation of MOI and MOTC. Consequently, HSR development projects in Changhua and Yunlin areas will be effectively managed.
According to monitoring data from the Water Resources Department in 2016, the area of serious subsidence in Changhua and Yunlin is obviously smaller than that in 2015 (subsidence area in Chiayi is zero). The land subsidence phenomenon is gradually stabilizing; however, authorities should be prepared in advance regarding the influence of the station body load on the subsidence of Yunlin Station in Huwei. BOHSR has supervised THSRC to finish the 2016 Safety Checks of HSR Piers as soon as possible and the “HSR Alongside Land Subsidence Prevention Ad Hoc Group” will continue to promote well management measures and response actions in Changhua and Yunlin areas to ensure HSR structural and operational safety.
