機場捷運行控中心中央監控系統運作方式簡介 Introduction to the Operation of TIAA MRT Supervisory Control and Data Acquisition System (SCADA) of the Operational Control Center
SCADA行控中心監控系統運作情形。

行控中心之於交通運輸系統,猶如人體之大腦中樞,肩負指揮及控管等重要角色。機場捷運行控中心位於青埔機廠內,建置號誌行車控制及中央監控二大系統,二者係為整合各系統間之遠端控制與監視,為全線最重要之監控與管理中心。
行控中心內設系統包括:號誌、月台門、供電、通訊、航班資訊顯示及車站與機廠建物管理系統等之監控設備;並配置值班經理、行車資訊助理、路線控制員、設備監控員等。
中央監控系統(SCADA)具備遠端監控與資料擷取功能,可監控並管理上述各系統之相關設備;現場各類設備回饋之警告訊息,亦可回傳行控中心之操控人員,作為終端指揮之參考資訊。並將值班經理下達之控制命令,傳達至各車站相關設備。
從國內捷運建設中央監控系統設計演變,在安全管理上,系統整合與連動需求上均有日益提昇之趨勢,且中央監控系統在原有監視功能上,結合遠端控制功能,使其重要性更為提升。舉例而言,高雄捷運之SCADA著重在監看,故SCADA置於通訊系統下,由行控中心管理、蒐集車站、機廠等現場設備訊號,便於行控中心人員掌握捷運系統即時狀況,並且可對通訊系統內各子系統進行控制;桃園機場捷運則實現遠端控制功能,即將環控、水電、車站門禁、隧道照明、隧道通風及排煙系統及火警警報系統等諸多系統訊號,皆納入SCADA當中,行控中心並具有遠端控制權。
行控中心透過中央控制系統整合各系統訊號,不論是掌握即時狀況或實現遠端控制,都是為了在突發或異常事件出現時,根據SOP讓不同系統之間迅速產生連動,以有效地達到安全管理目的。

The Operational Control Center (OCC) to the transportation system is like the brain to the human body which carries commanding, controlling and other important roles. The TIAA MRT OCC is located in Chingpu Depot and comprised two major systems, the signaling control system and Supervisory Control and Data Acquisition System (SCADA). The two systems are responsible for integrating the remote control and monitoring of all subsystems, making it the most important monitoring and management center for the entire TIAA MRT System.
The OCC system includes: monitoring equipment such as signals, platform door, power supply, communication, flight information display, station and depot building management system, etc. In addition, personnel configuration in the OCC includes duty manager, operational information assistant, route controller, equipment monitors and so on.
SCADA has remote monitoring and data capture function that can monitor and manage related equipment of the above-mentioned systems. The feedback and warning messages from on-scene equipment can also be transmitted back to the control personnel in the OCC, acting as reference for terminal command. Then, the control command issued by the duty manager will be conveyed to the relevant station equipment.
From the design evolution of domestic MRT SCADA system integration and linkage demands are on the rising trend in the range of safety management. In addition to the original monitoring function, the SCADA has combined with remote control, making it even more important. For instance, the SCADA of Kaohsiung MRT focuses on monitoring, so the SCADA is placed under the communication system. It is managed by the OCC and collects the signals from stations and depots in order for the personnel of the OCC to grasp the status of the TIAA MRT System and control various subsystems in the communication system. The TIAA MRT System realized the remote control function which included the E&M, station access, tunnel lighting, tunnel ventilation, smoke system, fire alarm system and many other system signals in the SCADA. The OCC holds the remote control power.
Through integration of system signals by SCADA, the OCC can either grasp real-time status or remote control the system. The functions are realized in response to the occurrence of a sudden or abnormal incident to quickly link between different systems according to the SOP and effectively achieve the purpose of safety management.
