105年度台南水雉生態教育園區工作執行成果 Implementation Report on BOHSR’s Participation in Tainan Pheasant-tailed Jacana Eco-Educational Nature Park in 2016
本局與台灣高鐵公司人員在官田水雉生態教育園區接受環境教育訓練。

台南水雉生態教育園區係本局依據環保署審查通過的「高鐵水雉等保育計畫」,協調台南市政府、台灣高鐵公司、農委會林務局及保育團體等相關單位,共同參與合作及分擔經費,民國89年起在台南官田成功營造了15公頃的水雉復育棲地,使得台灣地區水雉數量從當時不到50隻,到105年12月4日園區號召各地保育團體進行全國菱角鳥大調查,共發現有1,272隻,族群已經相當穩定。
105年度園區內共有104隻水雉成鳥 (雌鳥34隻、雄鳥70隻)參與繁殖,築113個巢,總蛋數429個,有72巢孵化出226隻雛鳥,成功復育育成幼鳥數共147隻,總孵化率52.68%、總存活率65.04%與總繁殖率34.27%。105年七八月雖受大雨與颱風的影響,失去18隻水雉雛鳥,但繁殖成功率仍較104年提升。且因多年來友善推廣成效不錯,麻雀與斑鳩等其他物種數量爆增。由於氣候變遷,105年稻作收穫量減少,園區雖然在中毒熱點社區做友善耕種推廣,免費提供驅鳥球給農民驅鳥,仍有水雉與鳥類的誤食毒餌死亡,目前園區已正研議因應對策。
105年度園區除開放參觀(遊客入園人數超過20,000人)外,亦持續推展環境教育,並針對老師、學生與民眾辦理溼地教育營隊共21梯次,共1,175人參加。也開始至學校辦理環境教育訓練,完成64場次,有3,581人受惠。另園區105年持續以推廣友善耕種與社區夥伴建立關係所舉辦的講座共計9場,共有171人參與。本局為持續積極支持園區理念,於11月21日與台灣高鐵公司共86位學員到園區進行環境教育訓練。此外為推廣水雉保育的重要,本局亦參與於10月10日假園區舉辦的水雉生態季開幕活動,主題是「友善耕種,鬥陣來支持」,希望透過此項活動,傳達保護水雉的重要性,當天雖然下大雨,卻澆不熄民眾的熱情,當天有791人參加,也顯示多年來園區工作小組共同努力的成果,受到大眾的支持。

The Tainan Pheasant-tailed Jacana Eco-Educational Nature Park was initiated by the "HSR Pheasant-tailed Jacana Conservation Project" carried out by BOHSR and approved by the EPA. The park was established in 2000 consisting 15 hectares of pheasant-tailed jacana restoration habitat. The establishment of the Park was only possible with successful coordination and contribution of funds by Tainan City Government, THSRC, Forestry Bureau and relevant conservation organizations. The jacanas grew from less than 50 in 2000 to 1,272 birds calculating from the national pheasant-tailed jacana survey conducted on Dec. 4, 2016 by the Park and local conservation organizations. Currently, the jacana community is gradually becoming stable.
In 2016, there were 104 adult birds (34 female; 70 male) 113 nests were made and 429 eggs were laid. Among the eggs, 226 eggs were hatched from 72 nests and 147 nestlings survived from 55 nests. The total hatching rate was 52.68%, survival rate was 65.04% and the total reproduction rate was 34.27%. In July and August this year, although affected by heavy rain and typhoons which caused the loss of 18 nestlings, but the reproduction rate was still higher than last year. In addition, with promotion of friendly farming over the years, the amount of sparrows, turtledoves and other species exploded. As a result of climate change, rice yields this year decreased; although the Park promoted friendly farming in hot spots of the poisoning community and provided free of charge bird-chasing balls to farmers to drive birds away, jacanas and birds were still found dead eating poison bait. The Park is currently drafting up countermeasures in response to the matter.
In 2016, besides over 20,000 individuals who entered the park, the Park also actively launched many environmental education trainings including 21 wetlands camps for teachers and students which attracted 1,175 participants. In addition, the Park conducted 64 educational trainings at schools benefiting 3,581 people. Moreover, there were 9 lectures co-hosted by the Park and nearby communities with a total of 171 attendees. To show support and consensus in the Park's environmental concept, BOHSR sent 86 representatives to the Park for an educational visit on Nov. 21. Furthermore, BOHSR attended the opening ceremony of Pheasant-tailed Jacana Ecological Festival on Oct. 10 in which the annual theme was "Together Support Friendly Farming", targeting to send the message of jacana preservation and the concept of protecting the wetland habitat and its wildlife. Although it was a rainy day, it didn’t pour out the enthusiasm of the people. There were 791 participants who showed up on the opening day, showing the joint efforts and work of the Park over the years has won major public support.
