政府核定高鐵基本費率標準檢討結果 Summary of the Evaluation of Government-approved HSR Fare Standard

高速鐵路票價之訂定與調整係依據興建營運合約附件五「高速鐵路營運費率標準、調整時機與方式」辦理。按其規定,台灣高鐵公司得在「政府核定基本費率標準(FG)」(以下簡稱FG)向上20%範圍內,依交通部公告之「法定優待票交叉補貼因子」(C1)、「離峰、通勤及特定旅運需求等差別訂價調節因子」(C2)自訂該公司基本費率(FB),並據以訂定或調整票價。即FB≦FG×(1+C1+C2),其中C1+C2≦20%,C1≦12.5%,C2≦7.5%。
依據興建營運合約規定,交通部每年應依台灣地區消費者物價指數變動率檢討FG,並查核高鐵公司前一年度法定優待票與離峰、通勤及特定旅運需求等差別訂價之實際執行值,訂定C1及C2,於每年4月1日公告檢討結果。
查交通部前於102年4月1日公告調整當年FG為4.009元/人公里,其後每年度檢討時之GICP年變動率及累積變動率均未達FG調整基準±3%,故至105年FG均未調整,仍維持4.009元/人公里。本(106)年度檢討因GICP累積變動率為3.11%(GICP變動率考量至101年,故本年累積變動率為101年至105年之GICP變動率),已超過3%達調整FG之標準,按FG,105年(=4.009元/人公里)加計前揭累積變動率後, FG,106年調整為4.134元/人公里。
另查核台灣高鐵公司105年「法定優待票」與「離峰、通勤及特定旅運需求等差別定價優惠措施」實際執行值,試算之C1+C2為12.0%,因與最近一次核定(105年)公告結果12.2%之差異數在減少一個百分點內,依興建營運合約規定C1+C2不予調整,故本年度(C1+C2),106年仍維持12.2%。
交通部已於106年3月31日公告FG,106=4.134元/人公里;(C1+C2),106年=12.2%。另依據興建營運合約及鐵路法規定,台灣高鐵公司依據政府核定之基本費率擬調整自定基本費率(FB)及調整票價時,應先報交通部核定後方可公告實施。

The establishment and adjustment of HSR fare is based on appendix 5, “fare standards and the adjustment timing and methods of HSR fares”, in the HSR Establishment and Operation Contract. According to regulations, THSRC should set the ticket fare (FB) within the range of 20% higher than the government-approved standard fare (FG) and establish and adjust ticket rates based on “cross-subsidization factor of the statutory discount fare”(C1) and “off-peak, commuting and specific travel pricing difference regulating factor”(C2), that is FB≤FG×(1+C1+C2), where C1+C2≤20%, C1≤12.5% and C2≤7.5%.
In accordance to the HSR Establishment and Operation Contract, MOTC shall not only evaluate FG with the reference of Taiwan’s GICP trend but also verify whether THSRC had set C1 and C2 based on the actual implementation value of pricing differences of statutory discount fares, peak-hour fares, commuter fares and specific travel fares from the previous year. After thorough assessment, MOTC will then promulgate the evaluated results on April 1 each year.
Looking at MOTC records, FG announced on Apr. 1, 2013 was NT$ 4.009/ passenger-km. Since then, the GICP and accumulated GICP has not reached the adjustment benchmark of ± 3%, so FG has not been adjusted and maintained NT$ 4.009/ passenger-km. Regarding the FG this year (2017), the accumulated GICP was 3.11% (the accumulated GICP was calculated from 2012 to 2016), exceeding the adjustment benchmark of ±3%. Therefore, adding the accumulated GICP to FG,2016(=NT$ 4.009/ passenger-km), the FG, 2017 will be adjusted to NT$4.134/passenger-km.
Furthermore, the value of C1+C2 in 2016 basing on the actual implementation value of “statutory discount fare” and “off-peak, commuting and specific travel pricing difference regulating preferential measures” was 12.0%, in which the variance comparing to 12.2% in 2016 was within one percentage. Thus, according to the HSR Establishment and Operation Contract, the value of C1+C2 will not be adjusted and will remain at12.2%.
On Mar. 31, 2017, MOTC has announced FG,2017=NT$4.134/passenger-km; (C1+C2),2017=12.2% . Additionally, according to the HSR Establishment and Operation Contract, THSRC must report to MOTC for approval before announcing the ticket rate (FB) based on government-approved standard rate or adjusting the ticket rate.
