軌道技術研究暨驗證中心推動計畫 Promotion Project of Railway Technical Research and Certification Institute
軌道技術研究暨驗證中心與相關單位關聯圖。

舉凡日本、韓國、中國大陸、歐洲等軌道先進國家,均設有軌道研究專責機構,負責軌道系統安全及產業研發事務,甚至泰國亦正積極推動設置專責機構。國內公路運輸設有車輛研究測試中心、車輛安全審驗中心,航運則有中國驗船中心協助政府辦理規範與標準制定、法定檢測、產品零組件檢測與支援產業研究發展等業務,唯獨軌道系統目前尚缺類似機構。
交通部企圖透過設置軌道技術中心達成四大功能:一、透過技術研發並提供軌道產品檢驗及驗證服務,搭配軌道系統各類規範及標準之建立,以協助軌道產業發展,降低進口技術依賴,並確保國產零組件之安全性、品質及標準化。二、提升國內軌道零組件自製率且符合標準,確保其安全品質,減少維修備品之進口需求,進而降低營運維修成本以及提供軌道營運機構營運維修技術支援及零組件研發。三、以公正第三方機構提供專業技術分析,協助交通部依法執行事故調查,以找出事故原因及預防對策,提供專業技術支援,減少國外技術依賴。四、扮演我國軌道系統規範及標準與國際接軌之重要平台。
行政院已於106年3月22日核定本計畫,納入目前政府所提出前瞻基礎建設計畫內,提前並擴大辦理重要軌道建設,投入資源設置軌道中心,藉由國家軌道工業標準之訂定,進行廠商產品之檢測驗證,確保其穩定與安全,俾利車輛系統與其他設備廠商之零組件採購,可完整串連下游之製造組裝廠商與營運機構,加速產業轉型及發展。藉此將累積國內生產與使用實績,逐步落實軌道產業國產化並朝國際市場邁進。

Nations like Japan, South Korea, Mainland China, Europe and other advanced countries, all are equipped with railway research dedicated institutions responsible for system security and industrial R & D affairs of the railway industry. Besides, Thailand is actively promoting the establishment of a dedicated agency. In our country, the road transport has Automotive Research & Testing Center and Vehicle Safety Certification Center; for shipping, the CR Classification Society can assist the government to handle the norms and standards, statutory testing, product testing and support industry research and development business. Yet the railway system is still lack of similar institutions.
The MOTC has attempted to achieve four major functions by setting up a railway technical institute: 1. Through technical research and development and providing railway product inspection and certification services, with the various norms and standards of the railway system to enhance the development of the railway industry. Reduce the dependence on imported technology and ensure the safety, quality and standardization of domestic components. 2. To enhance the domestic railway component self-made rate and meet relevant standards to ensure its safety and quality; reduce the import demand of maintenance spare parts, thereby reducing operating costs and provide railway operating maintenance technical support and component development. 3. Provide professional and technical analysis with third party organizations to assist the MOTC to carry out accident investigation according to law to find out the cause of the accident and prevention measures. Provide professional technical support to reduce foreign technical dependence. 4. Play a part of important platform connecting Taiwan’s railway system specifications and standards with international standards.
The Executive Yuan has approved the project on Mar. 22, 2017 and incorporated into the current government's forward-looking infrastructure program. The timeline of the project will be moved forward and the government will expand its key railway construction and invest in resources to establish the institute. Through national railway industry standards, the product testing and certification of manufacturers will ensure its stability and safety. In addition, the procurement of vehicle system and other components from equipment manufacturers can completely connect to downstream manufacturing and assembly manufacturers and operating agencies to accelerate industrial restructuring and development. We will use this opportunity to accumulate the experience of domestic production and performance, gradually implementing the nationalization of railway industry and stride towards the international market.
