雙鐵技術交流活動-臺鐵時刻表排點規劃研討 HSR and TRA Technical Exchange Activity - Train Scheduling Procedure Seminar

為提升國內鐵路人才培育與技術整合,本局奉交通部指示推動定期性高、臺鐵雙鐵技術交流機制,本次由臺鐵局於106年7月6日辦理「時刻表(長中短期)排點規劃流程」研討會,由該局綜合調度所吳榮欽所長擔任主持人,計畫組楊凱評組長進行簡報,並邀集交通部路政司、台灣高鐵公司、鐵路改建工程局及本局相關軌道技術人員共同參與進行意見交流。
近年來臺鐵局為因應多項鐵路重大工程陸續完工與配合西部幹線朝捷運化、高架化及東部幹線電氣化發展,每年原則上依需要調整2次列車時刻表。目前在面臨多車種混雜使用之行車環境,如何有效應用現有人力資源與列車編組,及考量各號誌、場站路線等多面向硬體條件下,進行適當調整以達增加路線容量、提升行車效率,最終訂定完善行車計畫,實為臺鐵局極為複雜且困難之任務。然而該局在97年引進電腦排點系統後,除陸續擴充列車編組作業模組化,及具有智慧化輸入與E化電報發送等功能外,亦可藉由系統進行旅運分析以減少排點衝突情形,訂定出符合大多數旅客搭乘需求之班表,並將長途城際列車與短途通勤列車發揮最大效用。
有鑑於列車排點為軌道營運管理關鍵課題之一,本次將藉由雙鐵技術交流,探究不同鐵路系統對列車運轉規劃之整體作業流程與考量,期透過雙方行車計畫人員(含營運分析、排點調度、編組運用及旅運轉乘)實質意見交換,為鐵路營運在兼顧營運成本考量下排定最適班表,提高整體營運效率,共同推動國內鐵路運輸之永續發展。

To enhance domestic railway personnel training and technical integration, MOTC instructed BOHSR to promote regular technology exchange mechanism for high-speed rail and general railways. On Jul. 6, 2017, TRA held the “Train Scheduling (Long, Medium and Short-term) Procedure Seminar” which was hosted by Director Jong-Ching Wu of the TRA dispatching center. In the seminar, the briefing was presented by Project Team Leader Kai-Ping Yang and relevant railway technical personnel from Department of Railways and Highways (MOTC), THSRC, RRB and BOHSR were all invited to the event to participate in the exchange of opinions.
In recent years, the TRA has revised the train timetable two times each year in average in accordance with the completion of new major railway projects, the development of the railway rapid transit systematization and elevation of the western railway line and the electrification of the eastern routes. In the face of the multi-vehicle traffic environment, how to effectively use the existing human resources and make-up with consideration of the number of signals, station routes and other hardware-oriented conditions to implement appropriate adjustments that will increase line capacity and improve traffic efficiency and ultimately establish a complete operation plan, is the extremely complex and difficult task for TRA at present. However, after the introduction of the Automated Railway Scheduling System in 2008, TRA expanded the make-up, intelligent input, E-telegraph transmission and other functions. In addition, travel analysis could be carried out through the system to reduce the situation of schedule conflict which was used to establish a timetable meeting the needs of most passengers. The system maximized the effectiveness of long-distance intercity trains and short-distance commuter trains.
In view of train scheduling being one of the key issues for railway operation and management, we will explore integrated operation procedures and considerations on train scheduling of different railway systems through the exchange of HSR and TRA technology. Through actual exchange of views between the train operation plan staff (including operational analysis, scheduling, assignment and travel transfer) of both parties, we hope TRA and BOHSR will establish the most appropriate schedule with consideration of operating costs for railway operation to improve the overall operational efficiency and jointly promote the sustainable development of domestic rail transport.
