機場捷運高架段禁限建相關規定 Building Restrictions for TIAA along MRT Elevated Section

機場捷運為連接桃園機場與臺北都會之重要交通線,其禁建ヽ限建之管制與審核,有其辦理之必要,目前機場捷運線之土建工程已近竣工,營運通車後之安全管制將益加重要。
機場捷運之禁建ヽ限建,爰依「大眾捷運系統兩側禁建限建辦法」辦理。其禁限建範圍(高架段禁限建範圍如附圖)並依法定程序,於98年3月3日ヽ98年3月19日及98年5月22日,分別由新北市政府(原臺北縣政府)ヽ臺北市政府及桃園縣政府公告實施。
捷運禁建ヽ限建之建築物申請審核,概分為兩階段辦理,階段一為建築執照申請階段,階段二為開工申請階段,起造人於上開二階段分別檢附申請行為對捷運設施之安全影響評估報告ヽ施工計畫ヽ監測計畫及緊急應變措施等書件,由當地主管建築機關會商捷運主管機關審核同意後始得開工。另公共工程非屬建築物者,則檢附施工行為及安全防護措施等詳細資料,由該管主管機關會同捷運主管機關審核,惟如涉及地下開挖或鑽掘時,準用建築物之申請及審核相關規定。
申請人所提送之監測計畫應依規定分別設定警戒值及危險值。且相關監測設施應於進場施工前建置完成並辦理初始值會測,監測報告應定期送交捷運主管機關備查。
機場捷運線是本局繼推動高鐵建設串連台灣西部走廊後之另一重大國家建設,而嚴謹執行禁限建的相關規定,則是確保捷運設施與營運安全的重要工作,有賴捷運主管機關確實完成。

To successfully connect TIAA MRT System and our capital, Taipei City, building restrictions alongside the transport routes are essential. The current civil construction work of TIAA MRT routes is approaching completion and the safety control measures for official HSR operation are even more crucial.
The building restrictions for TIAA MRT are in accordance with "Building Restrictions alongside MRT Facilities". The restriction range (see attached picture for building restriction range for elevated section) was determined via legal procedures and promulgated respectively on Mar 3 2011 by New Taipei City Government, Mar 19 2011 by Taipei City Government and May 22 2011 by Taoyuan County Government.
There are two phases for building restrictions application and verification. Phase 1 is construction license application and phase 2 is construction commencing application. The construction team should provide Safety Evaluation Report, Construction Plan, Monitoring Project, Emergency Incident Measures and other required documents which state the impact of objective behavior toward MRT facilities for each application phase. The applications will be verified by local construction authorities together with MRT authorities. Construction will only begin after the application has been verified and approved by both authorities. For non-architectural public constructions, the construction team should attach construction information and safety prevention measures for such applications and be verified by local construction authorities together with MRT authorities. However, for non-architectural public constructions that concern underground cutting and drilling, they are to be processed as architecture/ building application procedure.
Applicant's submitted Monitoring Plan should be set with a warning level and a hazardous level according to regulations. Additionally, the monitoring equipment should be fully set up and have performed initial measurements in advance of construction commencement. Moreover, the monitoring measurement reports should be submitted to MRT authorities periodically for future reference.
The TIAA MRT Project is another rail construction milestone since operation initiation of HSR which connected the entire western Taiwan. To strictly execute relevant building restrictions is essential to assure the safety of MRT facilities and operation and it is the responsibility of MRT authorities to supervise its actual execution.
