臨近電化鐵路設施防護辦法修訂研析專家學者座談會 Regulations on the Protection of Electrified Railway Facilities Amendment Analysis Forum


In view of the gas explosion in Kaohsiung at midnight on July 31, 2014, It's worth noting that accidental catastrophe for underground pipelines adjacent to or crossing the railway could cause significant public safety problems. The “Regulations on the Protection of Electrified Railway Facilities” of Railway Law was enacted by the MOTC on Feb. 17, 1981 by Order No. 02387 and has not been revised for 36 years. Therefore, BOHSR commissioned the Industrial Technology Research Institute (ITRI) on Dec. 10, 2016 to execute the “Regulations on the Protection of Electrified Railway Facilities Amendment Analysis Project”. The revising articles regarding underground pipelines in “Regulations on the Protection of Electrified Railway Facilities” is scheduled to be completed by end of 2017, acting as reference for future law amendment on the regulation.
The current research team has had preliminary results and drafted a draft amendment for the “Regulations on the Protection of Electrified Railway Facilities”. Therefore, on Jul. 3, 2017, they invited Professor Ching-Jong Liao, Yi-Shen Zeng, Wei-Hua Cheng, Chen-Ming Kuo, Jing-Chie Lin, Chow-Shing Shin, Jau Huai Lu, Consultant Kuo-Yuan Tsai and Director Jung-Chou Oung to participate in the forum and also invited railway organizations, pipeline units, the local government and relevant authorities to take part in the discussion.
In the forum, the experts, scholars and pipeline units provided many professional suggestions and experience regarding the law amendment matter such as the scope of adjacent railways, the influence of AC stray current, factors that may affect the safety of railways or pipelines and viable protective measures. Subsequently, BOHSR will amend the analysis report based on the comprehensive forum and complete the second phase results by Oct. 20, 2017.
