本局接辦三項臺鐵鐵路立體化相關業務 BOHSR Takes Over Related Operations of Three TRA Railway Grade Separation Projects
臺鐵桃園段鐵路地下化計畫綜合規劃路線圖。

本局主辦之「臺灣桃園國際機場聯外捷運系統建設計畫」,已於今(106)年3月通車營運,鑒於軌道工程經驗與技術之累積傳承,以及本局與鐵工局籌辦組織合併為鐵道局之人力安排與規劃,全力配合政府推動前瞻計畫之重大政策等諸多考量,有關「嘉義市區鐵路高架化計畫」、「嘉義民雄水上鐵路高架可行性研究」審查、「臺鐵桃園段鐵路地下化綜合規劃」等業務原由鐵工局主辦,案經該局陳報交通部建請同意由本局擔任主辦機關後,交通部於106年10月初發函核定由本局接辦。
有關「嘉義市區鐵路高架化計畫綜合規劃」,業於106年9月6日奉行政院核復原則同意在案,後續將進行工程設計及施工等相關作業。本計畫範圍全長約10.9 公里,工程內容包括臺鐵路線高架工程、嘉北站及嘉義站二處高架車站工程、新建嘉義(水上)車輛基地、新設北回歸線站及相關配合工程。未來計畫完成後,可消除鐵路沿線兩側地區發展阻隔、提升土地利用價值、均衡都市發展、改善平交道造成之交通瓶頸,提升鐵路交通安全,並可結合嘉義縣水上鄉北回歸線天文廣場之觀光休憩功能。目前本局已成立嘉義工務所,進行前置工程及設計等相關作業,並成立溝通平台,每週定期邀集嘉義市政府、臺鐵局及鐵工局等單位召開會議,俾整合各方意見,協力推動本計畫。
「嘉義民雄水上鐵路高架可行性研究」正由嘉義縣政府辦理中,完成後將由縣府依規定陳報交通部進行審議,屆時將由本局擔任可行性研究之審查單位。本可行性研究路線長度合計14.8公里,包括北段(民雄)8.5工里,南段(水上) 6.3公里,規劃設置3處高架站車站(民雄站、北回歸線站、水上站)及改善12處平交道,嘉義縣政府期能透過本計畫可行性研究,改善鐵路沿線橫交道路交通狀況,提升三處車站周邊土地整體開發及區域發展之潛力,促進地方的繁榮與發展。目前嘉義縣政府已提出本計畫可行性研究期中報告,並將召開期中報告審查會議,本局將持續參與並適時提供意見,俾利後續儘速辦理相關審查作業。
「臺鐵桃園段鐵路地下化」可行性研究業奉行政院核定,目前正著手辦理後續綜合規劃招標作業中。本計畫範圍全長約17.9公里,工程內容包括臺鐵路線地下化工程,桃園站、內壢站、中壢站等三處車站工程,新增設鳳鳴、中路、永豐、中原、平鎮等5處通勤站,沿線消除平交道20處,以及陸橋8座、地下道8處等相關配合工程。目前本局刻正辦理本計畫綜合規劃技術服務之招標前置作業,並成立溝通平台,定期邀集桃園市政府、新北市政府、臺鐵局及鐵工局等單位召開會議,俾整合各方對規劃內容之意見,以臻周延。
本局接辦前述三項計畫後,將可擴展新的軌道業務領域,發揮歷來推動高速鐵路與機場捷運所累積之軌道工程執行經驗,以及充分運用現有專業技術人力外,亦可大幅提升執行能量,共同完成軌道建設任務,達成前瞻計畫推動之目標。

The TIAA MRT Project managed by BOHSR has already initiated operation since March this year. In view of the accumulated heritage of railway engineering experience & technology and the manpower arrangement & planning of the merger of BOHSR and RRB to “Railway Administration”, as well as full cooperation with major policies of the government such as the Foresight Infrastructure Plan, some projects originally handled by the RRB were approved to be taken over by BOHSR after reporting to MOTC. These projects were “Chiayi Urban District Elevated Railway Project”, “Feasibility Study Evaluation of Railway Elevation in Minsyong & Shueishang Township” and “Comprehensive Planning Project for Underground Railway of TRA Taoyuan Section”, which were ratified to be taken over by BOHSR in early October this year.
The “Comprehensive Planning Project for Railway Elevation in Chiayi Urban District” was reported to MOTC and concluded with agreement in principle on Sep. 6, 2017. The following construction design and engineering work will be carried out subsequently. The project covers a total length of about 10.9 kilometers. The project includes many subprojects: the elevated railway of TRA line, two elevated stations-Jiabei and Chiayi Station, the new Chiayi (Shueishang) train depot, the new Beihuei Station and related projects. After the completion of the project, it can eliminate the barriers on both sides of the railway line, enhance the value of land use, balance urban development and improve the traffic bottleneck caused by level crossing. This project will enhance rail traffic safety and will combine the sightseeing and leisure functions of the Tropic of Cancer Solar Exploration Center in Shueishang Township, Chiayi County. At present, BOHSR has set up the Chiayi Branch to carry out pre-construction, design and other related operations. A communication platform was also established to convene regular meetings each week between the Chiayi City Government, TRA and RRB to consolidate the views of all parties and work together to promote the project.
The “Feasibility Study Evaluation of Railway Elevation in Minsyong & Shueishang Township” is currently being handled by Chiayi County Government. After the completion of the project, the county government will submit the report to MOTC for review according to regulations and BOHSR will be the evaluation unit of the feasibility study. This feasibility study route totals 14.8 kilometers in length, including 8.5 kilometers in the northern section (Minsyong) and 6.3 kilometers in the southern section (Shueishang). It also covers three elevated stations (Minsyong Station, Beihuei Station and Shueishang Station) and 12 improvements to level crossing. Through the feasibility study project, Chiayi County Government hopes to improve the traffic conditions along the level crossings along the railway line, enhance the potential of overall land development and regional development around the three railway stations to promote local prosperity and development. Currently, the Chiayi County Government has put forward the mid-term report on the feasibility study of this project and will hold the mid-term report review meeting subsequently. BOHSR will continue to participate in and provide timely advice so as to facilitate the follow-up operation of the review as soon as possible.
The “Feasibility Study of Underground Railway of TRA Taoyuan Section” is approved by the Executive Yuan and is currently in the process of bidding for the following comprehensive planning project. The project covers a total length of about 17.9 kilometers. The project includes three underground railway subprojects: Taoyuan, Neili Station and Zhongli Station; new stations include Fengming, Zounglu, Yongfeng, Zhongyuan and Pingzhen commuter stations. The project will eliminate 20 crossings along the line; 8 land bridges and 8 underground passages. At present, BOHSR is currently handling the pre-bidding operations for the comprehensive planning and technical services project. Simultaneously, BOHSR will also set up a communication platform to convene regular meetings each week between the Taoyuan City Government, New Taipei City Government, RRB and other units to consolidate the views of all parties and work together to promote the project.
Taking over the three projects mentioned above, BOHSR will be able to expand its business in the new railway segment by taking full advantage of the existing implementation experience in HSR and TIAA MRT projects and making full use of existing professional and technical staff. BOHSR can also significantly enhance its implementation energy and jointly accomplish the railway construction task and reach the goal of promoting the foresight plan.
