鐵道局揭牌—台灣鐵道開啟嶄新的一頁 Grand Opening of the Railway Bureau - Taiwan Railway Turns Over a New Leaf

交通部鐵道局於107年6月11日正式揭牌成立,整併高速鐵路工程局(高鐵局)與鐵路改建工程局(鐵工局)的業務與人力,設置規劃、土木建築、機電技術、工程管理、營運監理及產管開發等六個業務組,另下設北、中、南、東四個工程處,期以全新的組織與活力推動國內軌道建設,以建構永續軌道運輸環境與提供國人優質之軌道運輸服務。
「交通部鐵道局組織法」由立法院於106年12月三讀通過,奉總統令於107年1月17日公布,並奉行政院核定自107年6月11日施行,是日上午由交通部賀陳部長、鐵道局首任局長胡湘麟等共同為交通部鐵道局揭牌,開創我國鐵路運輸事業發展與管理新的里程碑。
鐵工局前身為「交通部臺北市區地下鐵路工程處」,自68年10月16日成立籌備處起,陸續於78年完成臺北車站鐵路地下化、83年完成松山專案、91年完成萬板專案等臺北都會區鐵路改善工程,並於93年完成東部鐵路改善計畫、104年完成員林市區鐵路高架化計畫、106年完成高雄-屏東潮州捷運化建設計畫,包括還在施工中的臺中鐵路高架化,高雄、台南鐵路地下化及南迴鐵路電氣化計畫等各項鐵路改建工程。高鐵局則於79年7月2日成立籌備處,專責辦理高速鐵路建設規劃,後自88年起配合精省接辦捷運建設業務,並在96年完成高鐵首次通車,在106年完成機場捷運營運。40年來,兩局為全台鐵路基礎建設與城市交通及觀光舖設新的根基。
鐵道局不僅是工程建設機關,更將以軌道計畫全生命週期的觀點與高度,依軌道建設、軌道產業、營運監理及場站開發四大業務主軸,攜手各界致力於打造永續經營、國產化、更安全、更智慧、銜接國際、結合都市發展的鐵道運輸系統。

On Jun. 11, 2018, the grand opening of Railway Bureau, MOTC took place, marking the official consolidation of Bureau of High-speed Rail (BOHSR) and Railway Reconstruction Bureau (RRB). With the businesses and manpower of both bureaus, the new bureau will consist of Planning, Civil and Architectural Engineering, Electrical and Mechanical Technology, Engineering Management, Operation Supervision and Assets Management and Development divisions with Northern, Central, Southern and Eastern Region Engineering Offices. The Railway Bureau is aimed to construct a sustainable rail transport environment and provide high quality rail transport services for the people with new organizational structures and vitality.
The “MOTC Railway Bureau Organization Act” passed the third reading by the Legislative Yuan in December 2017; it was promulgated on Jan. 17, 2018 under Presidential Decree; the act was approved by the Executive Yuan effective as of Jun. 11 same year. On that day, Minister Hochen of MOTC and first Director-general of the Railway Bureau, Hsiang-Ling Hu, cohosted the grand opening ceremony of the Railway Bureau, marking a new milestone in the development and management of Taiwan’s railway transport industry.
The Taipei Railway Underground Project Office (TRUPO) was the predecessor of the RRB. Since the establishment of the provisional office on Oct. 16, 1979, the RRB has successfully completed many projects: the Taipei Metropolitan Area Improvement Projects including the Taipei Main Station Underground Project in 1989, the Sonshan Project in 1994, and the Wanhua-Banciao Project in 2002, the East Railway Improvement Project in 2004, Yuanlin Urban District Elevated Railway Project in 2015 and the TRA Kaohsiung–Pingtung Chaojhou Rapid Transit Systematization in the Metropolitan Areas Project in 2017. Projects currently under construction include the Taichung Metropolitan Area Elevation Railway Project, the Kaohsiung Metropolitan Area Underground Railway Project, the Tainan Urban District Railway Underground Project and the South-Link Line Railway Electrification Project. On the other hand the provisional office of BOHSR was first established on Jul. 2, 1990, focusing on the construction and planning of the high-speed rail project. Then, since 1999, BOHSR took over MRT construction businesses in cooperation with reforming operations. The BOHSR officially initiated HSR operation in 2007 and operated the TIAA MRT System in 2017. Over the past 40 years, both bureaus have laid out new foundations for infrastructure construction, urban traffic and tourism in Taiwan.
The Railway Bureau will not only be an engineering construction organization, but will execute with higher and broader visions with the full lifecycle of railway project as perspective. With 4 major backbones: railway construction, rail industry, operational supervision and station development, the bureau will construct sustainable, nationalized, safer and more intelligent railway transportation systems that will be in line with the rail transportation network of urban development.
