鐵道建設「永續經營與規模化」(一) “Sustainability and Expansion” of Railway Construction (I)

鑑於鐵道建設及營運成本龐大,交通部為協助國內鐵道建設之永續經營及規模化,修正「大眾捷運系統建設及周邊土地開發計畫申請與審查作業要點」及「鐵路立體化建設及周邊土地開發計畫申請與審查作業要點」(更名為「鐵路平交道與環境改善建設及周邊土地開發計畫審查作業要點」),並已分別於107年2月9日及2月21日頒布實施,鐵道局擔任審查之幕僚機關。
目前捷運建設計畫係由地方政府依據其都市發展、交通需求以及財務狀況等,綜合評估後提報交通部核轉行政院審議,惟捷運計畫的推動需以整體路網概念就其需求及整合予以評估,且必須有足夠的運量支撐營運成本才能永續經營。本次修正捷運審查要點要求地方:(1)落實整體路網規劃、(2)由全生命週期角度研選系統、(3)規劃妥適的轉乘、(4)研提運量培養措施並落實執行、(5)結合大眾運輸導向發展(Transit Oriented Development,TOD),期能藉由要點及審查引導地方政府規劃評估內容之周延性。
鐵路立體化建設除可行性由地方辦理外,規劃設計、施工及營運皆為中央主辦,因此審查重點著重(1)鐵路立體化必要性檢討、(2)替代方案確實評估、(3)周邊運輸系統間完整銜接、(4)減少鐵路營運衝擊,使計畫合理可行並讓國家投資能發揮最大效果。鐵道局將傳承多年的規劃、設計及施工經驗,全力以赴持續完善國家鐵道建設。

In view of the massive cost of railway construction and operation, the MOTC revised the “Guidelines for Application and Review of Plans for Mass Rapid Transit System Construction Projects & Development of Surrounding Land” and “Guidelines for Application and Review of Plans for Grade Separation Projects & Development of Surrounding Land” (renamed as “Guidelines for Application and Review of Plans for Railway Level Crossing and Environmental Improvement Constructions & Development of Surrounding Land”) to assist domestic railway constructions in sustainability and enlarging its scales. The revised guidelines have been promulgated on Feb. 9 and 21, 2018 respectively with the Railway Bureau as supporting agency for the review.
At present, the MRT projects are designed by the local government based on its urban development, transportation needs and financial status, etc. After a comprehensive assessment, it is submitted to the MOTC for approval and reviewed by the Executive Yuan. However, the promotion of the MRT project needs to be evaluated in terms of its overall road network concept and integration. Also, it must have enough passenger capacity to support operating costs in order to be able to continue its operations sustainably. On the revisions of the MRT evaluation guidelines, authorities requested local governments on the following points: (1) implement the integrated network planning (2) select the system under full lifecycle perspective (3) design appropriate transfer routes (4) propose cultivation measures on passenger capacity and execute accordingly (5) integrate transit oriented development (TOD) planning. The guidelines and evaluations are meant to guide local governments to be comprehensive during planning and evaluating the projects.
In addition to the feasibility study that is implemented by the local government, all processes including planning, design, construction and operation of railway grade separation constructions are executed by the central government. Thus, the evaluation key points focused on: (1) necessary review of grade separation of the railways (2) solid assessments on alternative plans (3) comprehensive connection of adjacent transportation systems and (4) reduction of impact toward railway operation in order to make the project reasonable and feasible and allow national investment to be the most effective. The Railway Bureau will inherit many years of planning, design and construction experience and make an all-out effort to continuously improve the national railway construction.
