軌道產業「國產化及標準化」 “Localization and Standardization” of the Railway Industry

交通部已配合前瞻基礎建設計畫,制訂軌道產業發展三大策略:(一)籌組軌道產業推動會報、(二)提升軌道維修零組件及國產化比例、(三)建置軌道技術研究暨驗證中心計畫,以期達到需求規模化、產製標準化及排除國內廠商採購障礙等目的。
交通部於107年3月5日召開「軌道產業推動會報」第1次會議,已確認後續軌道產業發展六大行動方案:(一)選定國產化關鍵項目、(二)研訂軌道系統採購作業指引、(三)制定國家標準、(四)整合技術研發及檢測驗證能量、(五)推動軌道技術研究暨驗證中心計畫、(六)定期釋出維修商機。
軌道機電系統涉及電子、機械、電機、資通訊、控制及軌道等多項產業,藉由軌道產業三大策略及六大行動方案之推動,期能制定通用化規格及國家標準,以整合並單純化國內採用系統,兼顧接軌國際標準,擴大零組件產製規模,同時逐步建立檢核驗證與技術研發能量,提升國內廠商參與軌道建設意願及零組件供應比率,以有效促進我國軌道產業發展。

In coordination with the Forward-looking Infrastructure Development Program, MOTC established 3 major strategies for railway industry development: (1) assemble the “promotion of railway industry board” (2) improve the railway maintenance components and localization ratio and (3) establish the Railway Technical Research and Certification Institute. The goal of these strategies is to achieve large-scale demands, standardization of production and elimination of procurement barriers to domestic manufacturers.
On Mar. 5, 2018, MOTC launched the first meeting for the “promotion of railway industry board” confirming the 6 major action plans for follow-up railway industry development: (1) Select localization key items (2) Develop guidelines for procurement of railway systems (3) Formulate national standards (4) Integrate technology research and testing & certification capacity (5) Promote the Railway Technical Research and Certification Institute Project (6) Release maintenance opportunities on a regular basis.
Railway E&M System involves many industries such as electronics, machinery, electrics, information / communication, control and rail industries. With the promotion of the 3 major strategies and 6 major action plans of the railway industry, we hope to formulate general specifications and national standards to integrate and simplify domestically adopted systems. Moreover, we hope to take into account international standards, expand the production scale of parts and components, and gradually establish inspection certification and technology research and development capacity to increase the willingness of domestic manufacturers to participate in railway constructions and the supply ratio of domestic parts and components. Ultimately, the bureau will effectively promote the development of Taiwan’s railway industry.
