二、TOD(Transit Oriented Development, TOD)發展

To welcome the new era of railway economy, the Railway Bureau will promote economic development of station surroundings and integrate development demands such as transportation policies, regional balance and the tourism industry. Under the prospect of “station development and creating sustainability”, we will focus on the following 4 directions (see attached figure):
1.Integration of Funding
We will execute financial settlement and surplus distribution for the HSR land development expropriation plan and integrate all projects under HSR-related funds (such as HSR Access Road Project, Land Development Project and Sustainability Project). In addition, we will adjust funds to establish a recyclable fund for railway construction and management to be the foundation of sustainable railway industry development and railway asset development and management.
2.TOD (Transit Oriented Development, TOD) Development
We will continue to develop and utilize HSR business development areas, commercial districts and commercial/manufacturing parks and will assist to execute relevant public policies with a cross-domain cooperative perspective in mind. On the other hand, we will review the railway project through the TOD concept to integrate rail transportation and urban development which will increase effectiveness and efficiency of railway system operation and fulfill the role of rail transportation as the backbone of our national spatial plan.
3.Business Interchange
We will assemble an experience sharing platform for station planning, development and investment solicitation. Through the platform, related parties from industrial, governmental and academic fields will be invited to participate in the annual seminars, workshops or business opportunity seminars which will improve business flows, experience inheritances and international interactions.
4.Railway Assets
We will assist MOTC in integration and utilization of railway asset management and implement evaluations on the authorities of national public railway assets. In addition, a flexibility and expansion authorization mechanism will be established to facilitate resource integration, planning, development, redevelopment and reuse of railway assets.
