103年度高鐵營運定期檢查辦理紀要 Summary of 2014 HSR Operation Annual Inspection Work

交通部鐵路營運監理小組於103年4月21日起開始執行103年度高鐵營運定期檢查作業。年度定期檢查係依據鐵路法第41條及「地方營民營及專用鐵路監督實施辦法」第47條規定,檢查事項包括:組織狀況、營運狀況、財務狀況、工程狀況、行車安全管理、機車、車輛檢修狀況、路線修建養護狀況及其他有關事項等8大類。其中有關「財務狀況」另於103年6月4日起辦理之年度「高鐵計畫營運期財務查核」查察。
本次檢查作業由鍾總工程司維力率相關同仁赴台灣高鐵公司南港總公司聽取簡報後,各分組分赴該公司運務維修大樓、各車站及基地等場所進行文件檢視、人員洽詢及現場查察。查察內容包括各檢查項目之制度執行狀況,如組織、規章及程序等以及實際作業報表與紀錄等文件之抽查檢視。
本年度檢查項目共計119項,分為營運組、土建組、機電組及勞安衛組等4個分組執行查察,檢查作業已於103年5月9日順利完成。後續將依檢查結果撰擬檢查報告,並依法提出應行改進事項,簽報交通部核可後函請台灣高鐵公司辦理改善。

MOTC's Railways Supervision Task Force began to commence HSR Operation Annual Inspection Work on Apr. 21 2014. The inspection was conducted in accordance to clause 41 of "Railway Law", and clause 47 of "Regulations Governing Supervision of Local, Private, and Exclusive Railways". The eight major inspection items included Organization, Operational Situation, Financial Situation, Constructions, Safety Management, Maintenance of Trains, Maintenance of Route Facilities and Others. For "Financial Situation", the item is inspected by additional regulations in "HSR Operation Financial Inspection" commencing on Jun. 4 2014.
This inspection was led by Chief Engineer Wei-Li Chung with relevant associates. First, they went to THSRC Nangkang headquarters for briefing. Then, the teams went on separately to the operation maintenance building, stations and bases for document examination, staff questioning and on-site inspection. The inspection contents included the actual enforcement of policies, regulations and procedures and also random checks on data sheets and records.
In this annual inspection, total of 119 items were reviewed which were divided into 4 groups including Operation, Civil Engineering, Electric & Mechanic and Labor Safety & Health and were all completed by May 9 2014. An official report based on inspection results will be provided and improvement reguests will be listed according to law. The report will be ratified by MOTC and submitted to THSRC for future improvements.
